Pierre Buffiere air: It is more than good news! In 2002, within the fact Europe, we have acted with the European Commission and ERGEG that are published data on the production of electricity in Europe. We welcome therefore this publication, but its contents also. The information will be of high quality, as representative of the production. They cover more than 90 of French production - all combined energies - and will cover the facilities as early as 20 MW of capacity. Three types of data will be published - the status of the production of the day before, the State of the capacity installed at a horizon of three years and the forecasts of availability (see below the detailed specifications) - and for each primary energy.

P.B.d.L.: The transparency resulting will allow to identify prices especially unbiased and representative. So far, the historical operators - and in particular EDF - had a monumental market advantage since they knew before the others what would happen in the market. And when they released the information, they let others play with... Of course, they will still have the information before the other players, but we have it faster, and mostly it will be the same for all. To fill the information gap, we use up here a system of American origin - widespread in Europe. It allowed to have data in real time on a large number of plants - all confused dies-, but with the brainwashing and errors...
P.B.d.L.: A little, Yes. In General, as for the stock market of securities, all is good for information. It is the engine of the gain. If you know two hours before your neighbor that the CGT plans a strike and that it will cut 10,000 MW as of such date, it's the jackpot!
P.B.d.L.: The France opens the way for other countries. Because, sometimes, the information is non-existent - as in Italy or Austria. Sometimes, it is that part of production - this is the case of the Germany where the published data are only 60 of the production of coal and gas. Must be added to this that the France already publishes data on transport - on the way in which energy moves in Europe and in the borders with its neighbours - and consumption. Therefore continued to publish the information on production, which were considered to be sensitive.
P.B.d.L.: This is the presentation of the data indeed led to this publication. It gave rise to tough negotiations. For example combined cycles, the figures will be published with those of coal because the France is today very little plants of this type. The idea is that players do not monitor activity of an operator, but that of a die. Later, when other combined cycles will be seen on the day, can isolate the gas as a stream, but not now.
P.B.d.L.: We are of course very pleased, because the information we have will be much more advantageous than that which existed previously. But we regret the loss of data for each nuclear power plant which per passed by the nuclear safety agency. EDF provided individual information - slice by slice, -, that tomorrow we will have data aggregated between producers and stations, and all the energies. The disappearance of these data has not been announced, but we see since late September. Say that it is a flat from the announcement that has just been made. Will be arguing we useable nevertheless publication of data Central by Central. Furthermore, available information can be improved, if is lowered for example the threshold of 20 MW in smaller to make facilities into account renewable energy sources - capabilities are often lower than 20 MW. Lastly, we must ensure that producers operators - owners and operators of power plants - are not superior to other actors information and thus ensure the timeliness of the data to RTE to limit maximum the advantage enjoyed by the rest of the market.
P.B.d.L.: This is obviously a kind of ideal, at least as regards the pure production data. Information on availability is particularly sensitive: who stops a nuclear power plant for a week and who has this information before the rest of the market has a huge competitive advantage. Need to continue to improve transparency for the operator to be more honest as possible to the rest of the market. As much as in terms of competition in the production, the French situation will remain frozen for many years, until alternative operators - in combined cycles, but also in renewable projects - have taken of the volume. The incumbent operators will therefore continue to have a market advantage, in an overwhelming manner. In summary, this publication of data is a major step forward. Whereas, conversely, it is making a big step back with the energy bill...
P.B.d.L.: This is essentially the rate of return. But the change in the composition of the CRE problem also. The National Assembly withdrew to the CRE its autonomy from political power, while the situation was quite exemplary - apart from the fact that it had not enough powers in terms of prevention, investigation and sanctions. As the rate of return, we will break the liquidity of the market and the visibility of the operators. This is not a long-term mechanism. It will therefore prevent investment and severely hinder the process of opening and decline to do so. Clients are leaving the market to integrate the rate of return. And - icing on the cake! -, local distribution companies could buy their network losses, nor on the market, but at the rate of return. 500 GWh 1 TWh per year then exit the market. In General, all these regulations re are of very bad signals to the global dynamic of the markets. Is being murdered the market.
